The difference is, while the Vizards' focus is to help Ichigo control his Hollow abilities, this group aims to help Ichigo regain his Shinigami powers. As speculated, they could be a bunch of shinigamis who used the FGT and lost their shinigami powers or due to something else (experimentations? lol). End of spoilers
The reason? I don't know and this might tie eventually to Isshin's disappearance and Urahara later on.
The lack of depth in the story might be due to the manga starting off fresh with a new arc so I think (?) it is quite forgivable. And yeah, thankfully, Sado's disappearance has been mentioned! (Finally). But where the hell has Grimmjow and Neliel been off to? Their deaths were not confirmed aren't they? How I wish that they will play a quite large role in the current arc which is highly unlikely. Knowing Kubo, he might have already forgotten about them lol.
We can't tell, maybe Grimmjow will be the next Vegeta after Renji. :)
Kubo, you better not troll us in this arc.
